It turns out that SetPoint needs to be configured by using the SetPoint software "as an administrator", in order for VS to "use" those settings. So invoking SetPoint from the system tray doesn't do the job, since the tray icon is not configurable to run as administrator. You have to quit that, and configure the SetPoint application itself to "run as administrator". If anyone is having this problem, here is the set of instructions for accomplishing this, which I have copied from a post in the logitech site itself: 1.

Right click 'SetPoint' icon in 'System Tray' if visible , select exit. Select the 'Compatibility' tab. Within the 'Privilege Level' panel, tick check box 'Run this program as an Administrator'. Select 'OK' to accept changes and close window. Navigate the same way as Step 2, this time click 'Mouse and Keyboard Settings' to execute the application.
